Global and local chat

I propose adding support for local and global chat functionality to the mod. The implementation includes:

Local Chat: Messages without a prefix are sent only to players within a 100-block radius of the sender.
Global Chat: Messages prefixed with ! are sent to all players on the server.
Config: Allow customization of the chat format.

Not too sure about implementing this feature tbh. Maybe as a plugin .

Along with this we could have a toggle to send only mesages to team members (same as /tm and /teammsg)
