dates mappings - preprint vs article #581

Desired mapping:
if we have a preprint date and publication date together, so 2 files 2 dates (preprint and article date): 260-269 exists: if there is an article, prefer the article (260). If we don't have article (usually with DOI as well) then use 269

260 - publication date
269 - preprint publication date

There is a difficulty of splitting the files between resource types on migration, same problem applies to dates
we prefer 260 since it is more likely for citations to use the article publication date
