TORQUE prereg amendments: dual-facet accord declaration, κ hold pending the thirteenth-class ruling, and the attested operator commitment #18

Description

@emooreatx

Three amendments to the #16 prereg before any arm stakes: (1) the accord arm declares BOTH facets — axiotic content AND source-composition (whose-testimony) — rather than assuming pure axiotic; a thirteenth-class candidate for the source facet is in review at CIRISOntology, and the accord is 56% of composed DMA prompt bytes, so an axiotic-only contrast may attribute to values what belongs to sources; (2) hold the κ per-class-pair re-instrumentation until that ruling — annotating eleven and reporting twelve measures the wrong thing, and annotating twelve while a thirteenth is live does too; the new boundaries land sharpest against empirical and axiotic; (3) the attested per-window operator commitment (window bounds, frozen override-keyspace digest, no-steward-band-read assertion, checkable against persist's scores-plane read log at window close) — the operator-side Goodhart residual no wire rule reaches, added to the prereg rather than to CC per the read-model review's caveat.
