It tries to path from the very top of a cliff straight down if you for some reason aren't already down in the correct area.
In my case, I was about to talk to an npc to continue the quest, a mob hit me and my character targeted it and never fought back so I just died, revived and teleported back to the map area and then it couldn't path back down there.
