Umbrella for post-Ley-Line-Walker O.C.C. breadth. Each class and missing foundation is a separate design -> spec -> implementation cycle.

Sequential delivery queue:

• Species identity and O.C.C. eligibility foundation #60 — Species identity and O.C.C. eligibility. Delivered by PR feat: add species eligibility foundation #63.
• Skill legality and additive S.D.C. foundation #61 — Skill legality and additive S.D.C. Delivered by PR feat: add authoritative skill legality and additive S.D.C. #64.
• Structured O.C.C. starting loadouts and authoritative provisioning #62 — Structured starting loadouts and authoritative provisioning. Current sole next-up. Tag: needs:loadouts.
• Coalition Grunt O.C.C.: second playable class foundation #57 — Coalition Grunt integration. Depends on Structured O.C.C. starting loadouts and authoritative provisioning #62; the species and skill/S.D.C. foundations are complete.
• Glitter Boy O.C.C.: power armor and Boom Gun vertical #58 — Glitter Boy vertical. Depends on Coalition Grunt O.C.C.: second playable class foundation #57. Tags: needs:power-armor, needs:loadouts.

Queue rule: only the active delivery issue carries next-up. Each prerequisite uses its own branch and PR; after the human merge, synchronize and validate main before promoting the successor.

Future candidates are outside this sequence. Cyber-Knight and Mystic require #14 and must carry needs:psionics when split into their own O.C.C. issues.

For every slice:

• transcribe only from rendered pages and page-stamp all rules content;
• extend schemas with contradiction checks when printed mechanics do not fit;
• keep derivation pure and backend writes revalidated;
• run affected package gates and root gates;
• run live browser acceptance for user-visible behavior.
