Why this is not engineering

Authorities and primes contract with entities, not repositories: dossier signatures, audit responses and liability need a legal person (B1). An LTS policy (support horizon per qualified edition, backport rules, known-problems notification) is only a commitment if an entity stands behind it (B2). Qualification is a multi-year cost centre, and the independent verifier (#14) is a salary (B5).

What is needed

Exit

An entity exists that can sign an edition's dossier and enter a support contract; the LTS policy is published; the qualification milestones are funded.
