Opt In Rather than Opt Out #19

In the future implement "opt in" measures rather than opt out, as most devs will never know their data and projects have been scraped, so will not get a chance to opt out even if they would like to. The opt out method also means repositories of a devs who've died or are unable to login to github for one reason or another are included even if those devs would have opted out.

On top of that, the stack page claims that repositories are "open source". Yet much of what it scrapes is not code with FOSS licensing. Just because the stack is "open source" does not mean the code it scraped is.

Opt in is active consent. Opt out is only consent to those who find out. One of these is more ethical than the other. Do better.
