doesn't build behind a http proxy

I'm behind a http proxy and the "ssl" target does not build. The command

/usr/bin/curl -O http://www.openssl.org/source/openssl-1.0.0a.tar.gz -o openssl-1.0.0a.tar.gz -s

times out. When a run the make from command line it works (I have exported http_proxy in my .bashrc file.

I've had another user run into the same issue. I am out of the office, but
I will come up with a fix on Monday when I return. Thank you for letting
me know this is an issue affecting more than one user.

my current workaround is to hardcode the proxy setting in the Makefile

/usr/bin/curl --proxy http://user:pass@myproxy ....
