Subject: [PATCH] ci: run hinge-core tests on pull requests and main

The repo had no CI, so #1 merged with only local test runs behind it.
Two jobs run the same commonTest suite on both hosts it targets:
testAndroidHostTest on Ubuntu and iosSimulatorArm64Test on macOS.
JDK 21 matches the local build; the code still targets JVM 17.
