Add riscv and ppc builds in the releases

I opened #8354 to make the build work.

We will not be able to upload wheel releases to PyPI because PyPI does not support riscv and only supports ppc as a part of macos universal builds: https://github.com/pypi/warehouse/blob/5798f17e4b33c711f3b097ffad6ade0d5bc337c6/warehouse/utils/wheel.py#L71-L85
Uploading the binaries to GitHub releases should work.

We have used async-std runtime at some point and there were (resolved) issues (smol-rs/polling#20). Since migrating to tokio we have tested building on OpenBSD and I think tokio should build on Haiku with a simple "cargo build".
