[BUG] Tricky to compare plans for 2 separate queries

Describe the Bug

Open new query. Got Execution Plan. Need rewrite. Open new query put rewrite there. Got Execution Plan. In both queries windows "Compare Plans" disabled.
Work around: Save one of the plans then open it or open any existing once. "Compare Plans" Enabled in that plan window. Click on it and able to select Query1 and Query2 Plans. The compare.

Expected Behavior

Compare plans from 2 separate queries without saving one of the plans then open it or open any existing once.

Actual Behavior

Have to save or open any existing plan in the order to compare separate queries plans

Shipped in v1.21.0. No more saving a plan and reopening it — two queries in two tabs can be compared directly.

Your workaround was the clue that cracked it, incidentally. The fact that opening a saved plan enabled the button meant the picker could already see across sessions and only the button's own enablement was looking at the wrong collection. That narrowed it to one method.
