Implement Folder -> Create Folder

The ability to add a folder to a drive.

Please note that you can have a folder with the same name.

Input:

• Folder Name (Text)
• Parent Folder ID (Text - this can be a folder, or a DRIVE id)

Expected output:

• Same GetInfoById on the new folder

Validation:

• The parent folder Id can be either an existing folder ID, or a drive ID. If it does not exist, then provide the error message "Parent Id '{Id}' does not exist."
