Tracker: items deferred beyond SEP-2640 v1

Items the v1 scope decision (2026-07-16) and SEP appendices explicitly defer, so they don't get lost. Each needs its own decisions.md proposal entry if pursued:

• Distribution via well-known URL
• Dynamic tool loading from skills
• Archive reintroduction (constraints recorded in the threat-model appendix: restricted profile, must match the resources set)
• Registry / provenance signaling (deferred in the supporting-file-digests discussion)
