Ensure Proper errors when reusing a subscription id, right now we just overwrite

Graphql-WS says we should error if we reuse a subscription id of currenlty connected subscription, lets do a comparison test, a quick look makes it seem like we clobber existing ones.

This now errors with subscriptions but not with queries, it should error for them too. We don't save an object in this case. We could treat it the same way and fake an afterSubscribe or something but that's super expensive.
