Migrate Telegram notification consumers to Baseline

Goal

Migrate repositories using Telegram pull request or issue notifications to the reusable workflows published by Baseline.

Scope

• Inventory active repositories that send pull request or closed-issue notifications to Telegram.
• Replace their existing callers with notify-telegram-pr-shared.yml or notify-telegram-issue-shared.yml.
• Pass TELEGRAM_BOT_TOKEN and TELEGRAM_CHAT_ID explicitly.
• Preserve repository-specific event filters and allow PR and issue notifications to use different Telegram channels.
• Remove superseded notification callers after each migration.

Done when

Every active consumer uses the released Baseline workflows and no consumer references the superseded notification implementation.
