Add a suggestion to make inaccessible items accessible

Follow-up for #88838 (comment). After #88838 is merged, to help users who are still relatively unfamiliar with Rust, we should add a suggestion to make local inaccessible items accessible, by making the item (and its parents, as necessary) pub.
