Subject: [PATCH] chore(renovate): disable major Docker tag updates again

Each directory pins one PHP version, so a 7.4 -> 8.5 bump (classified
as major) is as wrong as 8.4 -> 8.5 (minor). Since 02cba7e only minor
updates were disabled, which let major ones like #61 through.
