update openssl libs to v3.x

Contextualize the feature

i'm investigated dependency to library libssl 0.9-1.1, right now this version isn't secure anymore
openssl 1.x is deprecated in Ubuntu 22.x and higher and replaced to openssl 3.x by default

Unfortunately, dotnet runtime (on which this application built) does not support openssl 3.0 yet.

There is an issue about that: dotnet/runtime#46526

Seems like it already included in net 8.0 roadmap - next major version of dotnet framework,

So we only able to wait for this feature and use libssl1.1- packages for now.
