Item Manager Fixes

- clicking sell/drop/etc on an item with a quantity of 2, for example, only adds a singular "SELL" flag.  clicking "+" then increases it to "x3" forcing you to then click "-" to reduce it back down to the correct quantity
- move the +/- commands next to each other
