Add prices from Preparations.xml even if Product is not in refdata_pharma.xml

1. Currently if the product is not in refdata_pharma.xml the product is added from Swissmedic Packungen.xml
2. But the price from Preparations.xml is not added.
3. Afqlir was added on 1.12.2025 but at that time was not in refdata_pharma.xml
4. Make sure to add the SL Prices for the products on yet in refdata_pharma.xml if the GTIN from Packungen.xlsx (Swissmedic) and Preparations.xml (BAG) match.
