Difference between this repository and OpenSees

Sorry if it's a silly question, but what's the difference between this repository and OpenSees repository, other than here the package is named openseespy and at https://github.com/OpenSees/OpenSees is called opensees?

OpenSees is the main code base. This repo contains some additional Python related codes.

Ok, I've found this paper that explains it a bit more in detail: https://www.sciencedirect.com/science/article/pii/S2352711017300584

I have a couple more questions then:

1. Is this repository regularly updated to incorporate changes in OpenSees? I guess yes.
2. If I want to make a pull request, is OpenSees still the right place to do it or it's better to make that here?
   2bis: If I edit the code in OpenSees how do I proceed to get it also in OpenSeesPy?
