Add GnuPG agent key specimens and Decernor verdict manifest - #23

Adds fixtures-agent/ with committed-synthetic GnuPG agent key specimens (plaintext, protected, hardware stub, malformed, benign, keyring-internal) using placeholder parameters only, and manifests/decernor-scan-verdicts.json with each specimen's class, staging placement, expected finding per profile, guardread verdict, digest, and per-class invariants. Provability proves every key parameter is a placeholder and reconciles the inventory against the manifest in both directions. …t provenance Class invariants in the verdict manifest are rule identifiers from a declared rule table, so consumers can enforce them exactly. The manifest records which parts of each expectation are format facts and which are policy judgements. Adds a hardware-stub specimen staged outside a GnuPG home.
