Add a Decernor agent key verdict lane; pin decernor v0.1.9 - #24

The lane stages each agent key specimen at its declared placement, runs the pinned decernor scan in both profiles and guardread, and checks the verdict manifest's expected findings, guardread verdict, and class rules. Decernor v0.1.9 reports the two agent key files in the generated GnuPG home as unsupported-kind, so the generated-real contract expects 23 records and requires every record in that directory to carry no fingerprint.
