Closing in favour of #79.

The root cause of this PR's build failure is that @types/vscode and engines.vscode must stay in lockstep — vsce package fails when the types package exceeds the declared engine — so every routine bump here was silently raising ALCops' minimum supported VS Code version.

#79 sets the engine floor to the AL Language extension's own minimum (^1.100.0), pins @types/vscode exactly to 1.100.0, and adds a Dependabot ignore rule for @types/vscode so this bump will not recur. The pair will be raised deliberately when the AL extension raises its floor or ALCops needs a newer API.

fix: stop Dependabot from raising the minimum VS Code version (#79)

Every Dependabot bump of @types/vscode silently raised engines.vscode, and
PR #77 (1.134 -> 1.136) broke `vsce package` because @types/vscode exceeded
engines.vscode. The newest VS Code API ALCops uses is LogOutputChannel
(stable since 1.74), so the real floor is the AL Language extension's own
minimum: ^1.100.0.

- engines.vscode: ^1.134.0 -> ^1.100.0
- @types/vscode pinned exactly to 1.100.0 (no caret)
- Dependabot now ignores @types/vscode entirely
- README requirement updated from 1.60.0 to 1.100.0
- copilot-instructions.md documents the engine-floor convention
