sbsa-acs : S_L7ENT_1 test coverage mismatch between testcase checklist and NIST user guide

The current SBSA testcase checklist shows Test 1301 for S_L7ENT_1 with platform coverage marked as No for UEFI, BareMetal, and Linux:

However, the NIST user guide describes how to build and run the NIST Statistical Test Suite from the UEFI Shell using:

sbsa.efi -nist

Hi @sunnywang-arm,

For this issue, and other rules where coverage is not available as part of the default UEFI, BareMetal, or Linux ACS builds, we are planning to highlight such rules separately.
In the Additional Information column, we will mention if a separate build is required to cover the rule, for example, the SBSA-NIST build or Linux PMU app build.

Also for rules which have partial coverage at ACS end, we will add new value PARTIAL alongside existing YES and NO.

Please let me know if this approach sounds good.
