Updates the GitHub auth provider reference to explain that
list_stargazersis not a generic read-only tool like the other repository basics.The Repository Tools permissions tab now splits
list_stargazersinto a Restricted stargazer listing section (admin/collaborator on the repo, metadata read) and points readers tocount_stargazersfor the public star total.
