Overview
Updates the GitHub auth provider reference to explain that list_stargazers is not a generic read-only tool like the other repository basics.

The Repository Tools permissions tab now splits list_stargazers into a Restricted stargazer listing section (admin/collaborator on the repo, metadata read) and points readers to count_stargazers for the public star total. A new Important Gotchas subsection documents why listing can still fail with 403/404 on public repos despite app permissions, and the troubleshooting table adds a row for that case with a link to GitHub’s access-restriction announcement.
