Fixes WOOPTP-575

Proposed changes

  • PayPal's certification checklist (Seller Experience rows 23 and 24) asks that sellers can reach their completed payments and, since nothing here refunds through the API, a page explaining how to issue a refund.
  • The block's account menu gains a How to issue a refund item, linking to PayPal's help article, next to View transactions.
  • The Payment Links admin page's header gets both links beside the connection badge. View transactions follows the connected environment (sandbox or production); the refund article is the same in both.
  • The admin page test teardown now clears the OAuth class's static credentials cache too, so a test can render the disconnected page after a connected one.

Testing instructions

  • Connect a site to PayPal and add a PayPal Payment Buttons block with a saved payment link.
  • Open the account menu (the ⋮ next to the block name in the sidebar). It lists Customize checkout settings, View transactions, How to issue a refund, then Log out. The refund item opens https://www.paypal.com/us/cshelp/article/how-do-i-issue-a-refund-help101 in a new tab.
  • Go to PayPal Payment Links in wp-admin. Next to the Connected badge there are View transactions and How to issue a refund buttons, both opening in a new tab. On a sandbox connection, View transactions goes to www.sandbox.paypal.com.
  • Disconnect PayPal: the admin page shows neither link.
