Partially addresses JETPACK-2452: WP Super Cache: retire the stale Jetpack-monorepo reporting routes

Why
Reports have been landing in the Jetpack monorepo since WP Super Cache was extracted in 2026. #1108 is one public example of a request that was initially routed through the Jetpack issue form.
The jetpack.com documentation page will link to these forms once they are merged.
Validation
