Bump the Windows ARM64 pool default from Dpldsv6-v26 to Dpldsv6-v28. The v26 pool is being retired; v28 is the current image/pool (adds the EnableDefaultServicesUpgrade SF cluster setting needed by the gated "Upgrade SF from master to current" leg). Repointing all consuming repos to v28 is a prerequisite for deleting v26. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
