Description

Expand test coverage for consensus edge cases in existing test files.

Context

Comprehensive test coverage is essential for consensus-critical code. While we have good baseline coverage, there are edge cases that could benefit from additional test cases.

Acceptance Criteria

• Identify edge cases in consensus validation functions
• Add unit tests for identified edge cases
• Ensure all new tests pass
• Update test documentation if needed

• Dependencies: Existing test infrastructure
• References: See existing test files for patterns
