Add CHANGELOG.md documenting the 0.1.1 release and the changes in this one (PyPI metadata fixes, docs site, branch protection, PR testing, two-tier release triggers). Link it from README.md and include it in the sdist via MANIFEST.in. This commit's subject is the actual release trigger for 0.1.2 -- merge it with Rebase and merge (see RELEASING.md) so this exact subject line survives onto main.
