Prepares ÆTHER v1.1.3 with a tooling, security, and release-process overhaul.

• Migrates dependency management, scripts, CI, builds, tests, and documentation from Bun to pinned pnpm 11.21 with Node 24.
• Adds supply-chain protections, including a three-day dependency release-age requirement, vulnerability overrides, a patched image-size dependency, and a narrow self-validating audit wrapper.
• Adds reusable pre-commit and CI quality checks, including TypeScript, ESLint, Prettier, and mobile Cargo resolution validation.
• Standardizes Prettier configuration and updates tests for Node’s native test runner.
• Keeps package versions synchronized across the JavaScript, Rust, and Tauri manifests at 1.1.3.
