docs: record the seventh 2026-09-04 block (overnight orchestrator merges)

Summary

Records the seventh 2026-09-04 block in docs/STATUS.md — the overnight orchestrator lane's fourteen merges, main becd85fd4 to 65c77a53f — in the same shape as the sixth block (PR #2487) and the earlier v0.3 integration-wave blocks: one bullet per merged PR with its issue, PR, merge SHA, the shipped behaviour, the evidence counts, and what is not verified, closed by a "Not shipped reality" line.

Codex review credits stayed exhausted (SC-9) across this whole range, so the block states once that every PR in it carried one fresh-context independent reviewer subagent instead of a Codex outcome.

Also adds #2489 (the 2 s wall-clock GetNotifications_WithManyNotifications_DoesNotTimeout bound) to the clause-4 intermittent-red list in docs/releases/V0_3_0_READINESS.md section 2, alongside #2425, #2399 and #2378.
