A leftover `.previous_good-recovery.json` in the payload store marks pending
recovery after a publication or restoration failure and blocks further payload
publication and garbage collection. Check `current.json` and `previous_good.json`
against the saved recovery state and fix the underlying problem before manually
removing the marker.
