Update pinned actions/checkout references from 7.0.0 to 7.0.1 across the central organization workflows while preserving existing permissions, refs, and credential-hardening inputs.

Validation

• all affected workflow references use the same immutable 7.0.1 commit;
• existing security, review, deployment, and scanning behavior is unchanged;
• current-head workflow and security checks must pass before merge.

Supersedes #718, whose Dependabot branch was modified by automation and could no longer satisfy the independent-review path cleanly.
