Pin published Core v0.0.11-rc.4 and use its Map/List constants throughout the runtime. Refresh KZG/IPA planner root fixtures for the inherited rc.3 empty-cell scalar-zero encoding, and document regeneration of older roots/proofs. Runtime application APIs, storage tags, module namespace, and release tags remain unchanged.
Validation: standalone Windows go vet, full build and CLI build passed. Full go test runs against the unchanged baseline and this branch have the same 56 pre-existing Windows filesystem/permission/socket failures, with no new failures. The regenerated planner root test passes. A fresh independent reviewer found no actionable issues. Cross-repository validation remains a separate gate for Core stable promotion.
