[vod-manager] Add VOD Manager 2.6.3

Adds VOD Manager as an external plugin (source: https://github.com/oxios0x00/dispatcharr-vod-manager, release v2.6.3).

VOD Manager curates Dispatcharr's VOD catalogue from vod-probe's measurements: keeps the versions matching the quality/language settings and prunes the rest, with optional .strm/.nfo generation for Emby/Jellyfin. Dry run is ON by default.

It depends on vod-probe, submitted separately by the same author in #379; this is documented at the top of the README.

I/we are in progress on reviewing your submissions now, I'm a little behind thanks to other projects and personal things, so it may be a little bit longer yet.

Out of curiosity, is there any reason that these plugins are not shipped together as a single plugin? The way that my initial skims read, one is not operable without the other, and our repository/plugin system do not currently formally protect/support plugins being dependencies of one another. Seems like their scopes should overlap cleanly and very likely have some amounts of shared or duplicated code. This isn't a deal-breaker for the repo, just something to consider.

Hey @sethwv , thank you for your message and, most of all, for your work!

Yes, there is a reason for that. At first, it was a single plugin, in fact, and you can see that in VOD Manager: version 2.0 was the moment I separated them from each other. Ultimately, I wanted VOD Probe as an autonomous plugin, so that it can be useful to anyone else working around VOD and in need of those kinds of metadata. Those metadata can be served directly by the Dispatcharr API and it's part of another project I'm working on: a bridge between Dispatcharr and Sonarr/Radarr. This bridge will emulate a Torznab indexer, and the data from VOD Probe will give me the ability to serve files with names that can be used by Sonarr and Radarr to match and calculate the quality profiles.
And if someone uses VOD Manager without the data from VOD Probe, it will just do nothing.

Update for reviewers: I bumped this submission from 2.6.1 to 2.6.3 before review started. 2.6.3 fixes a bug where scheduled (cron) runs kept using the settings from when the schedule was first applied instead of the current ones. Nothing else changed in the manifest (only version), and the logo is identical.
