Describe the task

We informally conjured up a release procedure off-github, which should be further formalized and documented in the repository.

Scope

Discuss the following:

• Who and when is making the Decision about the Release?
• What are the Conditions to Release?
• Are there any Versioning rules?
• Are there any check points? Checklists/tests? Forms?
• Is there a Release Notes template? Example?
• Any Release Announcement procedures?
• Describe the Release Procedure
