Make test to be able to fail expectedly

Describe the task

A codechecker_test action may fail as expected.
Users want a way to declare a codechecker_test target to fail as expected.
Users want to be able to specify why a test is failing and pass only if that's the issue being found.

Scope

• Add a new parameter to mark a test to fail expectedly.
• Add an option to explicitly declare why it's failing.

Definition of Done

• codechecker_test can be marked as failing
• The failing reason can be declared.
