Change meson option to -Dvulkan-manifest-per-architecture=false.
With this option on the default then the /usr/share/vulkan/icd.d/* files have an absolute path to the vulkan library. On a non-multiarch distro like Arch/Fedora pressure-vessel assumes duplicate vulkan ICD because the absolute path is the same and it doesn't create an ICD for the aarch64 host driver.
Will fix thunks with the combination of PV+non-multiarch distro.
