feat(tookie): Coding Team route + tookie launcher

Why

Wave 9 docs/completions already shipped in #6. This makes Tookie runnable without waiting on the large bin/grokhunter case-arm patch.

Changes

• agents/coding-team.md — roster, route 27, spawn list, [Tookie] speaker, anti-pattern row
• bin/tookie — official launcher: interactive / -p → grok --agent tookie; --cli → upstream brib.py
• scripts/install_tookie.sh — rootless venv clone (no sudo, does not vendor the tool)
