Function context

Expose a way to add global context to the function.

e.g.:
```rust
#[err_ctx("test failed")
fn test() -> Result<()> {
    inner()?;
}
```

exposes into:

```rust
fn test() -> Result<()> {
    inner().context("test failed")?;
}
```
