Adds pnpm oic:check, which runs the website's profile:check (the importer and Charter preflight review uses) from a cached clone of the public website repo or OIC_WEBSITE, and a CI job using the profile-check Action. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
