Backfill catalog tool domain scope

Summary

• add conservative domain-only rationale for the five catalog plugins and derive 145 effective non-conforming rows
• declare the 13 Home Assistant write-gated handlers as single-domain
• project post-derivation tools into generated catalog entries and cover schema, corpus, and projection invariants
