Documents clean checkout, local and sibling-repository workflows, compatibility pins, and immutable installation commands. Updates the CI Go version to match go.mod and pins the Go canonicalization binding to the v0.2.2 release commit.\n\nVerification: go test ./..., go vet ./..., and go build ./cmd/htmltrust-sign pass locally.
