Fix in hand: PR #6437, "feat(tools): run well-formed first calls to deferred tools". Hydration runs after every gate. Dispatch still needs a registry spec, and malformed calls still get the schema. It was verified locally at 60 passed, and it is in the ordered 0.10.1 merge queue, now testing on hosted macOS runners.
