Переписан docs/telegram-bot/services-block.md: добавлена таблица сервисов, зоны ответственности, запреты, каналы взаимодействия, recovery правила и чеклист нового сервиса.
Зачем
Старый документ перечислял сервисы, но не фиксировал границы. Новая версия помогает делать изменения в bot microservices без размывания ответственности.

Риски и ограничения
Docs-only изменение. Runtime сервисы и Docker compose не запускались.
