本地 Git hook 缺少 lint，且没有复用 CI 的 PDM 入口，临时任务实验也进入了产品 Ruff 检查。现在格式与 lint hook 复用既有只读入口，仓库配置明确任务目录边界，贡献说明要求安装本地 hook。工作流检查名称与受保护分支要求一致。
验证：独立候选的 Ruff 格式检查、lint、pre-commit 和 actionlint 通过；最终 head 的 impl-py checks、impl-py e2e tests、CLI 与独立数据库检查均通过。检查范围故障注入已证明违规会失败。
仅检查配置、工作流名称和说明变化，不含 Capture 业务、数据库迁移或凭据变更。回退本 PR 的单一 squash 提交即可恢复旧配置。无父子 PR 依赖；合并后既有 draft 已同步。
