Dependency updates need a fresh container NuGet cache so Docker builds do not fail after a successful restore with missing-package errors.
Uses the cache action's save-capable form and only skips cache-mount extraction on an exact cache hit. This lets changed dependency inputs persist their refreshed BuildKit cache while preserving fast reruns.
