CSV.jl 1.0 requires Parsers 3, but FixedPointDecimals currently only supports Parsers 2. Since DuckDB.jl depends on FixedPointDecimals, this prevents me from using DuckDB with CSV 1.0 in the same environment.

Would it be possible to support Parsers 3? Thanks!
